Hebrews chapter 9 context
Chapter 9 continues the writer’s explanation of the superiority of Christ. In chapter 8, this focused on the idea that God had promised a new covenant, even as the old covenant was still in effect. This not only means that the new covenant must be different, but that the old covenant must be flawed. Here in chapter 9, the writer focuses on the fact that the old covenant featured aspects which were meant only as symbols of the true high priesthood of Christ. Since Christ’s sacrifice is more powerful, and performed in a better place, it is more effective in securing our salvation than the sacrifices of animals. Chapter 10 will continue this discussion by wrapping up these various ideas about the superiority of the new covenant (BibleRef).

Hebrews 9:1-15 (NKJV) says 1Then indeed, even the first covenant had ordinances of divine service and the

. 2For a tabernacle was prepared: the first part, in which was the lampstand, the table, and the showbread, which is called the sanctuary; 3and behind the second veil, the part of the tabernacle which is called the Holiest of All, 4which had the golden censer and the overlaid on all sides with gold, in which were the golden pot that had the manna, Aaron’s rod that budded, and ; 5and above it were the cherubim of glory overshadowing the mercy seat. Of these things we cannot now speak in detail. 6Now when these things had been thus prepared, the priests always went into the first part of the tabernacle, performing the services. 7But into the second part the high priest went alone once a year, not without , which he offered for himself and for the people’s sins committed in ignorance; 8the Holy Spirit indicating this, that the way into the Holiest of All was not yet made manifest while the first tabernacle was still standing. 9It was symbolic for the present time in which both gifts and sacrifices are offered which in regard to the conscience — 10concerned only with foods and drinks, various washings, and fleshly ordinances imposed until the time of reformation. 11But Christ came as High Priest of the good things to come, with the greater and not made with hands, that is, not of this creation. 12Not with the blood of goats and calves, but with He entered the Most Holy Place , having obtained redemption. 13For if the blood of bulls and goats and the ashes of a heifer, sprinkling the unclean, sanctifies for the purifying of the , 14how much more shall the , who through the eternal Spirit offered Himself without spot to God, cleanse your from dead works to serve the living God? 15And for this reason He is the Mediator of the , by means of death, for the redemption of the transgressions , that those who are called may receive the promise of the .

The first 10 verses are about how the Tabernacle was used. Only once a year the High Priest went in into the Holy of Holies to offer a blood sacrifice for himself and the people. It was a ritual for one person, once a year. Kind of exclusive. This exclusivity (verse 8) and the symbol (verse 9) were replaced when the new covenant was given in Jesus, when finally all people could enter into the presence of God.
