Zechariah 2:1-13

2:1-5 | The surveyors identity was not revealed, but he was probably an angel. His purpose was to mark out the boundaries of Jerusalem. During this time of prosperity, Jerusalem would expand beyond its former borders, and God Himself would be her protecting wall and glory (Isa. 4:5; 60:19-20; Ezek. 38:11).

2:5 | God would guard His people with a wall of fire, a supernatural line of defense, and God’s glory would return. In other words, every resource that He had in Himself would be available to them. They would not need to fear, to defend themselves, or to act on their own behalf; the Lord would deliver them. This is a picture of every believer’s deliverance (Ps. 68:19; Isa. 41:10; 1 Tim. 6:17).

2:8-13 | Because Israel was so beloved by God, Zechariah was sent to the nations that, in essence, lay hands on her. Apple of His eye refers to the eyeball or pupil, one of the most important and vulnerable parts of the body (Deut. 32:10; Ps. 17:8). God’s promise to shake My hand against them is a gesture of militant opposition. God would reverse the fortunes of the Gentile oppressors so that master would become slave and slave, master. This astonishing about-face would cause the people to acknowledge God’s sovereignty (Be silent, all flesh).
